Article I Name
- This organization is known under the Dalhousie minor hockey community club. This title can also be identified as DMHCC.
Article II Affiliation
- This organization is affiliated to the Regional Community Club and the Hockey New-Brunswick (HNB) and, by the intermediary of the Canadian Hockey Association (CHA).
- All the teams of the DMHCC must be members of the CHA
- The DMHCC must pay the subscription and other fees required by the HNB and the District Association.
- The head office for the DMHCC is situated in Dalhousie, District 11 of the zone D New-Brunswick of HNB Region 8.
Article III Jurisdiction
The DMHCC has jurisdiction on the practice of the Minor Hockey in all the territory covered by the town of Dalhousie, village of Charlo and surroundings.
Article IV Objectives, Vision, and Action Plan
Objectives: The objectives of the DMHCC are as follows
- To promote hockey to young boys and girls.
- Make hockey accessible for our youth.
- Help on the learning of the necessary skills for the practice and enjoyment of hockey.
Vision: DMHCC perceives hockey as a team sport and a school that will help our youth by:
- Having fun playing together
- Team spirit and respect of others
- Character building
- Developing the physical abilities and attitudes to increase dignity within the game.
The objective of the DMHCC is to help the youth to develop as a unique individual through hockey. All other consideration (winning or losing, parents and adults dreams, prestige and honors, etc…) are secondary.
Action Plan in order to realize our vision and objectives:
- To encourage an equal participation of all the players
- To promote excellence as a means of development, but never to the detriment of the general participation of the team.
- To maintain a stable structure and consistency in the training to help in the development of skills and to stimulate responsibility in the players.
- Teach and guide the player with instructors and adults that understand our vision.
- To firmly discourage any sigh of violence and aggressiveness, and any misconduct, on behalf of the children or the adults, that will go against our objectives, vision.

- The members of the executive are elected during the annual meeting of the DMHCC, which is held at the end of the current hockey season.
- All members mentioned in Article V have a right to vote at the election of the Executives (excluding article V. iii)
- The Executive appoints the Directors in September.
- Both the Executive and the Coach will choose the team Managers and/or the parent representing the team.
- A member of DMHCC cannot have more than one position at the executive level.
- A coach, assistant coach or manager may coach or manage in more then one team if no other person has come forward to take the position.
Article VI (2) Executive Mandate
The mandate of the members of the executive is 2 years and is renewable. To: The election of the executive would be as follows, the Vice-President, Treasure and the Registrar would be on Odd years and the President, Secretary and Technical Director would be on even years
Article VII Duties and Responsibilities of the members of the Executive
1. President
- Is responsible for everything in Article IV of this Constitution and by-laws.
- Will chair and preside over all DMHCC meetings except in conflicts of interest.
- Will sign the cheques with the treasure and the Vice President should the secretary be absent.
- The president as also responsible to oversee that everyone is fulfilling their duties.
- The President can only vote if there is a tie vote.
2. Vice President
- The Vice President will carry out the duties of the President during his absence, at that time; he will have the same responsibilities.
- Will sign cheques with the Treasure and/or Secretary should the President be absent.
- Will assist the President when requested.
3. Technical Director
- The TD coordinates the training and educational programs for the DMHCC.
- Will assist where possible, the coaches and directors.
- Will help the Executive in transmitting the regional directives of HNB, CHA and DMHCC.
- The TD will help the Coaches in coordinating practices and games scheduling.
- Oversee the DMHCC “ hockey school “.
4. Secretary
- The Secretary will take the minutes, maintains the correspondence and convene the meetings at the President’s request.
- Is responsible to advise the Executive of the regular meetings.
- Is responsible for the documentation and archives of DMHCC.
- The Secretary will advise the membership of the date, time and place of all the meetings.
- Will advertise in papers for applications of coaches.
5. Treasurer
The treasurer will receive all moneys towards the DMHCC and must deposit at the designated location chosen by the Executive.
- Is responsible to oversee the bookkeeping for DMHCC.
- The treasure will co-sign with the President or the Vice President all cheques debited from the account of DMHCC.
- Will oversee the operation of the Canteen, if operated by DMHCC.
- Will prepare monthly financial statements to be distributed at monthly meeting.
- Will collect all committee financial reports and present them along with overall treasure’s report to the DMHCC selected auditors.
6. Registrar
- The registrar will help in the preparation and supervise the registration.
- The registrar will keep accurate count of the players registrations, and will be responsible to register at the Provincial level all players, coaches volunteers, etc…
- Will oversee that all tournaments held in Dalhousie are under the guardianship of HNB and DMHCC.
- The registrar will collect all money overdue from previous year, before registering a player for the current year.
- Will make available to the coaches information pertaining to the number of players by category, players age, etc….
- The registrar will be responsible to collect all current year fees and remit payment and list of player names, Medicare numbers and address to the HNB by Oct.30.
Article VIII Regular monthly meeting
- Legally, a meeting of the DMHCC must be attended by a minimum of 10 members including the executive. (Quorum)
- A monthly meeting will be held from September to May. On the first Monday of the given month.
- The Executive can convene a special meeting with condition that this demand be supported by 10 members or more in writing to the Executive.
- All votes will be done with a show of hands. The President benefits of a deciding vote in case of a tie.
- The whole executive will meet upon request by a parent and/or guardian, or other member concerning a private issue such as harassment or sexual abuse within 5 days of receipt of letter.
- In the case that an Executive member is in the position of a conflict of interest, he/she must remove himself/herself from decision-making process.
- Bourinot’s Rules of order are to be followed for all DMHCC meetings in accordance with HNB.
Article IX Annual Meeting
- An annual meeting will be held at the end of the current hockey season.
- Minutes will be read from the previous Annual Meeting
- The treasurer will present financial report available to the President (7 days prior to meeting), with copies handed out at general meeting to members.
- The President will present his/her report.
- Other reports from the members of the Executive or committee may be presented.
- New Business – Constitutional Amendments, by-laws.
—Amendments or changes must be submitted in writing at least 30 days prior to A.G.M. to recording secretary. - Nomination and Election of the new Executive members.
- The President and Registrar or their designate will attend HNB A.G.M.
- One auditor will be nominated by the voting members of the DMHCC to audit the next year’s books.
- Any amendments to the constitution must be forwarded in writing to the DMHCC at least 30 days before the annual meeting. Any member as per Art.V. can present an amendment change. It will require 2/3 vote of the floor to pass.
Article X Operation management
1. Ice Time
The executive will determine the ice time for each division. The competitive teams may receive extra ice time if all the rec. teams have received their practice.
2. Player’s registration
To be eligible, the player must live in the jurisdiction (territory) of DMHCC and must not be more than 20 years old on December 31 st of the registration year. The registration will be completed on the DMHCC form and will be authorized by the parent or guardian.
3. Rules
- The rules of the game of the DMHCC are those established by the HNB for the current year.
- The selection of players for Representative Teams will be carried out according to by-law 1.0.
- The division of players for non-competitive teams will be done with the object of making teams as equal in strength as possible. The coaches and the technical director will select these teams.
- At no time should the race, religion, language or residence of an individual parent/guardian, player or coach/assistant coach be a factor in the manner that a team be selected or divided.
- When the number of players is under the registration, the coach can call upon a lower division to complete his team, if approved by the Executive.
4. Division Distribution
- The distribution of each division will be made from the player’s age as of December 31st of the current year as per HNB constitution Article 202 (b) and Article 208 (b).
- All players must play in games of their respective categories if they are skilled enough and cannot play in an older category unless it becomes necessary to complete a team.
5. Equipment
- Jerseys are assigned to each teams and no other Jersey is permitted, unless by special permission.
- The coach or manager of each team is to insure that the equipment be returned at designated location after each game, including goaltending equipment.
- Any equipment that is damaged must be reported by the coach or manager to the Equipment Manager for repairs.
- The goaltending equipment will be made available by the DMHCC.
- Any person who wilfully damages DMHCC equipment will be held responsible. In case of abuse, the person or persons responsible will have to report to the Executive and will be subject to sanctions and/or discipline.
6. Purchase made for the DMHCC
All purchase in the name of DMHCC must be approved b the Executive.
7. Respect for authority
All members must respect the DMHCC regulations, or a suspension will result.
Any attempt to injure will not be tolerated.
No alcohol / drugs will be allowed, as long as they are under the responsibility of the DMHCC, or a suspension will result. (The Executive for special events can grant Permission).
8. Selection of coaches for the competitive and non-competitive teams.
- A committee of people with “Knowledge of the game” will do the selection of coaches for competitive teams. That committee will be made of 4 persons plus the President or his replacement in case of absence. President votes only in case of a tie. This committee will be selected by the Executive, and preferably with people who are non-members.
- The Executive of DMHCC will do the selection of coaches for non-competitive teams.
- The selected people are to comply with the objectives, vision and action plan of the DMHCC.
I) Duties of Divisional Directors
The Divisional Directors will deal with conflicts or concerns of the coaches, parents and players of the respective division or any request made by the coaches. These concerns will be reported to the Executive. As well any request received from the coaches will be presented to the Executive. The Divisional Directors will investigate concerns and advise the Executive. He/she will not be involved with any team in that Division, to prevent a conflict of interest.
J) Duties and Responsibilities of Coaches and Assistants
- A coach or assistant will be responsible for only one team at a time, with the exception if a coach or an assistant is asked to replace another team’s coach or assistant in their absence, and also as per Art. VI (1) d.
- The coach, in his absence, must notify the divisional director if he/she or his/her assistant will not be able to attend practice or game.
- There must be a coach or an assistant present at all times when players are on the ice, or in the dressing room.
- The Executive must approve any prolonged and serious disciplinary actions by the coach or assistant.
- Any conflicts between a coach and assistant coach, player and/or parent (guardian) must be reported to the Divisional Director or the President.
- The coach or assistant must make his practice interesting in order to keep the player’s interest and pleasure in playing the game.
- The coach and his assistant must be at all times a role model of good sportsmanlike conduct. Alcohol / drugs and tobacco are not permitted in the players’ room, or on the bench during the games; before and after in the rooms where players are present.
- The coach and his/her assistant must respect the referees and their decisions, and encourage the players to do the same.
- The coach and his/her assistant must follow the hockey-learning program approved by the Technical Director and the Executive.
K) Duties and responsibility of the team Manager
- Will assist the coaches in tasks in which they need assistance with.
- The manager is the link between the team and the group Director.
- Will assist the registrar in completing the registrations.
- Will assist the Equipment manager with inventory.
- Will help organize the transportation of the team.
- Will organize fundraising for the team if necessary with approval of the Executive.
- Will reschedule games missed because of storms etc.
L) Duties and responsibilities of players:
- Must respect their teammates, oppositions, officials and their coaches.
- Must practices, to get equal ice time, unless of good reason set by there coaches at the beginning of the year.
- Must respect the equipment loaned to them be the DMHCC, such as sweaters and goalie equipment.
M) Duties and responsibilities of Parents:
- Must respect players of teams, officials and the coaches.
- Must volunteer there time at our tournament that there kids play in, if they wish not to do so , they will pay a entry fee of $40.00 per child. This money will be turned over to the people working.
Article XI Cost of Registration and General policies
Every year, at the first monthly meeting in September, the Executive will determine the cost of the registration for the upcoming season. In determining the annual fees, the Executive must take in consideration the following factors.
- Forecast of the budget and expenses.
- An increase or decrease of players.
- Increase in costs and expenses.
The registration fees can be higher for one division that has larger operation expenses. General policies will stay the same for a player that only registers for one part of the season.
Also, if a player quits before Nov.30 of the registration year, he will be refunded $90.00, if he/she quits after the above date there will be no refund, only exception is a year ending injury. (Paper from a Doctor will be required)
Article XII Modifications to the Constitution
Any modifications to the constitution must be presented on writing to the DMHCC at least 30 days before the annual meeting. 2/3 votes from the floor are required.
Any resource person can participate in the meeting with invitation by the DMHCC.
Annexe A By-Laws
1.0 Representative team selections
- A clear line of communication will be established between Coach, Players and Parents as to the selection process;
- The head coach, appointed by DMHCC, with the assistance of the TD, will make team selection.
- The division Director of the respective division will not be involved with the selection process, this is to maintain the neutrality of the Director should a conflict arise within the process.
- All participants in the team selection process will be given equal and fair opportunity.
- All participants will receive a minimum of 4 ice times before first round selections.
- All participants will be told when first round selections will be posted at the beginning of the process.
- All team selection will be completed after the second round selections.
- In the event final selections cannot be completed within two rounds, a minimum of four players will be kept until final selections.
- No player will be put in a situation of a head to head competition for one position.
2.0 Registration of players
- All players whose family resides in the boundaries of the DMHCC must register with this club and can only be a member of one club or association in HNB.
- A member is as describe in article V.
- Players must be registered and the required fees paid by October 15th of the beginning of the current season. Payment arrangements can be requested and are at the discretion of the Registrar and the Executive.
3.0 Fundraising
- Solely the Executive of the DMHCC or a representative appointed by the Executive will do all fundraising, soliciting of funds, or request for funding.
- All monies raised will be accounted for and forwarded to the treasurer to be deposited in the DMHCC general account.
- No team or team official will solicit merchants or individual sponsors.
- In the event these funds are being used for non-hockey purposes, the executive will have the authority to intervene.
- Any contravention of any section of by-law 3.0 will be dealt with immediately by the disciplinary committee.
4.0 Inexperienced players
A child who has never played hockey and is over the age of 10 years will register with his/her age group. However, an evaluation will be made of the player by the Coach, TD and District Director to determine at what level he/she should practice at. The player will only be allowed to practice and play at his/her age level when the Coach, TD and the District Director, that his/her skills have improved enough to allow this deem it,
